Red cisele velvet. From dept. binder(see image):
A baroque sculptured velvet on satin ground with a red silk lining and red silk tasseled fringe border. Gilt threads are embroidered on the velvet edging and used to tie the fringe. They are also used on an appliqued coat of arms which is a shield shape showing a lion(?) rampant on the upper right, and a crown.
