Three men in rags on a New York street (a sign on a building identifies it), two of them sweeping the street with crude brooms, the third watching as he leans against the wall and smokes a pipe. A box by his feet holds what looks like a brush, and has a carafe-like vessel standing next to it. Another man is in the background, and three-story buildings are across the street. The caption refers to ex-"State-Major" Walker resuming his previous functions in civil life. (Virginia K. Anderson 10/01/93)
